Union Health Ministry has drawn an ambitious plan under the 100 days agenda of the newly elected government, wherein it has been decided to provide Rotavirus vaccine to every child across all States and Union Territories by September, 2019.


It is a most common causative agent of moderate-to-severe diarrhoea (MSD) among infants below 11 months age group in India.

It spreads from person to person due to bacterial and parasiting agents that are primarily transmitted through contaminated food or water.



The Rotavirus is a genus of double-stranded RNA virus in the family Reoviridae.

 The vaccine conceived and developed by the Hyderabad-based Bharat Biotech Limited.

It protects against childhood diarrhoea caused by the rotavirus.

It was developed under public-private partnership (PPP) model that involved Ministry of Science and Technology, institutions of the US Government and NGOs in India supported by Bill and Melinda Gates Foundation.

Rotavac is first Indigenously developed vaccine from India to be pre-qualified by World Health Organisation (WHO).

It means that vaccine can be sold internationally to several countries in South America and Africa.


In India, every year, 37 out of every 1,000 children born are unable to celebrate their 5th birthday, and one of the major reasons for this is diarrhoeal deaths.

Out of all the causes of diarrhoea, Rotavirus is a leading cause of diarrhoea in children less than 5 years of age.

It is estimated that Rotavirus cause 8,72,000 hospitalisations; 32,70,000 outpatient visits and estimated 78,000 deaths annually in India.

Way Forward

Rotavirus vaccine along with proper sanitation, hand washing practices, ORS and zinc supplementation will go a long way in reducing the mortality and morbidity due to diarrhoea in children.

Why in News

Growth in industrial production slowed to a four-month low of 1.96% in June 2019, due in large part to a slowdown in the manufacturing sector and a dramatic contraction in the capital goods and consumer durables sectors.

 News in Detail

 Growth in the Index of Industrial Production (IIP) stood at 4.55% in May 2019, and at 6.53% in July of last year.

Within the index, growth in the manufacturing sector slowed to 1.17% in June 2019 from 4.46% in the previous month. Growth in the mining sector also slowed to 1.62% from 2.42% over the same period.

Construction also slipped in June, contracting 1.83% compared with a growth of 1.78% in May.

Electricity was the only one out of the major IIP groups that saw an acceleration in growth, at 8.19% in June compared with 7.41% in May.

What is IIP?

 IIP is a composite indicator measuring changes in the volume of production of a basket of industrial products over a period of time, with respect to a chosen base period.

It is compiled and published on a monthly basis by the CSO with a time lag of six weeks from the reference month.

The eight Core Industries comprise nearly 40.27 % of the weight of items included in IIP.

They are Coal, Crude oil, Natural gas, Refinery products, Fertilisers, Steel, Cement and Electricity.

Base year for IIP is 2011-2012.


IIP is the only measure on the physical volume of production.

The all-India IIP provides a single representative figure to measure the general level of industrial activity in the economy.

It is used by government agencies including the Ministry of Finance, the Reserve Bank of India etc, for policy purposes.

It forms a crucial input for compilation of Gross Value Added (GVA) of the manufacturing sector in the Gross Domestic Product (GDP) on a quarterly basis.

 About World Biofuel Day

 World Biofuel Day is observed on 10th August to create awareness about the importance of non-fossil fuels as an alternative to conventional fossil fuels.

It is being observed by the Ministry of Petroleum & Natural Gas since 2015.

The main objective of World Biofuel day is to create awareness about the importance of non-fossil fuels as an alternative to conventional fossil fuels and highlight the various efforts made by Government of India in the biofuel sector.

The theme of the World Biofuel Day 2019 is “Production of Biodiesel from Used Cooking Oil (UCO)”.

To facilitate the production of Biodiesel from UCO, the Oil Marketing Companies shall float an Expression of Interest (EOI) on the occasion for procurement of Biodiesel from Used Cooking Oil across 100 cities.

 Used Cooking Oil (UCO)

 The National Policy on Biofuels, released by the Government of India in 2018, envisages production of biofuel from Used Cooking Oil (UCO).

In India, approximately, 22.7 MMTPA of Cooking Oil is used out of which 1.2 MMTPA UCO can be collected from Bulk Consumers such as hotels, restaurants, canteens, etc. for conversion, which will give approximately 110 crore litres of Biodiesel in one year.

In India, the same cooking oil is used for repeated frying which adversely affects the health due to formation of polar compounds during frying.

Transformation of UCO into biofuel will help bring health benefits as there would be no recycling of the UCO.

About National Film Awards

 It is awarded for excellence in cinematic achievements for Indian cinema.

It was established in the year 1954.

The selections of awards are made by an independent and impartial jury consisting of eminent filmmakers and film personalities, which is appointed by the Directorate of Film Festivals (DFF), a body under the Ministry of Information and Broadcasting, administers the award.

The makers of a film, and particularly the director, should be Indian nationals.

It is declared for films produced in the previous year across the country i.e. a film should be certified by the Central Board of Film Certification (CBFC) between 1 January and 31 December.

A lifetime achievement award, Dadasaheb Phalke award ,named after the father of Indian cinema Dadasaheb Phalke, is awarded to a film personality for the outstanding contribution to the Indian Cinema.
