Union Minister of Environment, Forest & Climate Change and Information & Broadcasting and Minister of Petroleum & Natural Gas and Minister of Steel jointly inaugurated the nationwide  “Paryatan Parv 2019″.

About Paryatan Parv 2019

  • It is organised by the Ministry of Tourism and will be held from 2nd to 13th October, 2019 across the country.
  • The idea of Paryatan Parv is to propagate the message of ‘Dekho Apna Desh’, with the objective to encourage Indians to visit various tourist destinations of the country.
  • It is being organized with the objective of drawing focus on the benefits of tourism, showcasing the cultural diversity of the country and reinforcing the principle of “Tourism for All”.
  • Paryatan Parv 2019 is dedicated to 150th Birth Anniversary of Mahatma Gandhi.
  • It has 31 stalls of Central government ministries as well as from States and UTs.
  • 59 food stalls representing cuisines from all over the country have also been setup.

Components of Paryatan Parv

  • Dekho Apna Desh: To encourage Indians to visit their own country
  • Tourism for All: Tourism Events at sites across all States in the country are being organized
  • Tourism & Governance: Interactive Sessions & Workshops with Stakeholders on varied themes have  been organised across the Country

Why in News?

  • On the occasion of the 150th birth anniversary of Mahatma Gandhi, PM Narendra Modi has declared the country open defecation-free, claiming success for the government’s initiative under which every household now apparently has access to a toilet.

ODF Free India

  • In the past five years, the Indian government has built more than 100 million toilets.
  • This implies that it constructed 38 toilets every minute that had passed since the Swachh Bharat Mission was launched.
  • A UNICEF estimate cited that “there is a positive impact, worth Rs 20 lakh crore, on the Indian economy due to the Swachh Bharat campaign. It has created opportunities of 75 lakh jobs out of which a majority have been availed by the rural population”.
  • One independent survey reported that toilets are not used by up to half the population in some places.
  • Thus, an ODF-Plus programme has been adopted by the Ministry of Jal Shakti to encourage toilet use and create the infrastructure to manage solid and liquid waste in every village.


  • The Central government can hope to achieve sustainable outcomes only if it prioritises citizen rights and community participation.
  • The campaign has erred in its approach in many instances, opting for coercive methods that produce dreadful consequences.
  • This bears mention in the context of Swachh Bharat Abhiyan and its efforts to end open defecation, since officials and campaigners have resorted to violence, public shaming and the threat of deprivation of welfare benefits to bring about compliance.
  • Such methods must be ended immediately and voluntary participation must be encouraged.

Way Forward

  • The declaration of India as open defecation free as a gift to Gandhi is a great achievement. But we must not forget that there are still miles to go.
  • India needs to have a sanitation policy that focuses on reducing open defecation.
  • 10 Year Rural Sanitation Strategy (2019-2029), launched by the government for sustaining the sanitation behavior change that has been achieved under the Swachh Bharat Mission Grameen (SBM-G) is aright step in this direction.

Why in News?

Union Railway Minister has released the ‘Stations’ Cleanliness Survey Report’ (Cleanliness assessment of Non-suburban and Suburban Stations 2019).


  • Railways have been conducting third party audit and cleanliness ranking of 407 major stations annually since 2016.
  • This year the survey was expanded to include 720 stations and suburban stations were also included for the first time.
  • The total score is out of 1000 and each component (Process Evaluation, Direct Observation, Citizen Feedback) weighs 33.33% of the total score.

Key Findings of the Report

  • The top three cleanest railways stations are from the western state of Rajasthan.
  • Jaipur was on the first position, followed by Jodhpur on second and Durgapura in third position.
  • North Western Railway followed by South East Central Railway and East Central Railway are the top three railway zones.
  • Andheri, Virar and Naigaon railway stations were the top three among 109 suburban stations.

President of India Shri Ram Nath Kovind will confer the “Vayoshreshtha Samman-2019” on the eminent senior citizens and institutions in recognition of their services towards the cause of the elderly persons at a function organized by the Ministry of Social Justice and Empowerment on 3rd October, 2019. International Day of Older Persons is celebrated every year on 1st October since the year 2005. Vayoshreshtha Samman is a Scheme of awards instituted by the Ministry of Social Justice & Empowerment (D/o Social Justice & Empowerment) and gradually upgraded to the status of National Awards, for institutions involved in rendering distinguished service for the cause of elderly persons especially indigent senior citizens and to eminent citizens in recognition of their service/achievements. These awards are presented as part of the celebration of the International Day of Older Persons (IDOP).The National Awards are intended to show case the Government’s concern for senior citizens and its commitment towards them with the aim of strengthening their legitimate place in the society.  It is also intended to provide an opportunity to the younger generation to understand the contribution of the elderly in building of the society and the nation.


Economist Surjit S Bhalla was appointed Executive Director for India on the board of the International Monetary Fund (IMF). The Appointments Committee of the Cabinet, headed by Prime Minister Narendra Modi, approved the appointment of Bhalla for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier. International Monetary Fund (IMF) is an organization of 189 countries, working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty around the world.


Odisha Chief Minister Naveen Patnaik has launched a new governance initiative named ‘Mo Sarkar’ on the occasion of Gandhi Jayanti. The ‘Mo Sarkar’ was launched at all police stations across the State along with 21 district headquarters hospitals and three government-run medical college hospitals at Cuttack, Berhampur and Sambalpur. The programme will be effective at all the 30 district headquarters hospitals of the State by October 30, 2019. The objective of the ‘Mo Sarkar’ programme is to provide service with dignity to people who are coming to government offices for different purposes. The phone numbers of people who are coming to government offices will be collected randomly with the purpose to improve the governance system by collecting feedback on behaviour and professionalism of government officers. The Chief Minister, Departmental Minister, Director General of Police (in case of police stations) and Departmental Minister, Secretary and Director (in case of hospitals) will call on random numbers to collect feedback. The employees will be ranked as good or bad on the basis of the feedback and those with good rank will get out-of-turn promotion and action will be taken against employees with bad rank.
